Malcom David Stone, head of the CIA’s Special Activities Center, or SAC, sat brooding in his office. As the head of SAC, he had the responsibility to man, train, equip, and direct the teams from the Agency’s Ground, Air, and Maritime branches under the direction of the DDO. His teams conducted operations all over the world, all under his control. That was all operations but one.
