At the end of the video conference Aiko was extremely confused. The whole chapter of her life she had begun to build months before in New York was suspended in the air and not by Admiral Hisikawa's decision but by a real risk that the chief had rightly exposed. Based on the threats to Japan and its population of a terrorist sect probably equipped with dirty nuclear weapons the government of that country was forced to act in a massive way which would expose its source of information. Since contacts between the sect and Koreans presumably related to radioactive waste had taken place in New York, those involved would immediately suspect that leaks about their activities came from that city and specifically from the restaurant where they had met.
