It took nearly two days of marathon meetings among players from all elements of the intelligence, security, law enforcement and military special operations communities but they’d eventually managed a draft of what was called an “action initiative.” Most of that time was spent in finger-pointing, badge-thumping and jurisdictional disputes but none of the representatives at the table were arguing that the threat wasn’t real or pressing.
