Bolling Air Force Base, Washington, D.C. When the land-line on her desk buzzed for attention, Chan Dwyer glanced up from the stack of field reports she’d been scouring and studied the caller ID. She didn’t recognize the number but an icon on the screen indicated it was from a government phone so she reached for the handset. “D-One Four Oh Four,” she said giving her department and desk number as required by Defense Intelligence Agency protocol for calls from outside lines. “This is an unsecured line.
