Full moon is the time where Rogues keep on wandering around their land.
Since each land still has a no-man's land in between, they need to protect it so that the Rogues cannot pass through their boundaries and that they cannot harm innocent humans.
During full moons, all humans are redirected to stay at home and not go out for work. They are excused, those who doesn't know the secret that lies within the Sector Rubrum believes that this is the part where they get to have a free time away from work, but those who knows, they make sure they are extra careful and just to stay at home.
