Quest in Genesys can be waived by the quest giver anytime he wants, he just has to give the reward promise, although it didn't happens a lot, it was not that rare either. When the quest giver became very satisfied by the performance of the quest taker he could just give the reward right there and then. This happens often in the past when information about quests is kept secret. A high-level player accidentally obtains a quest designated for the low-level player and finish it with flying color.
