Whipped by the wind, it drenched the few pedestrians scurrying along Queen’s Quay West, toward the Jack Layton Ferry Terminal, to board the last ferries headed for the Toronto Islands, which formed a massive breakwater for the city’s modern harbor on Lake Ontario.
