23 A car drove slowly near the perimeter of the prison gates. “Go. Go. Go,” the driver instructed the passenger. A person exited the car carrying a duffle bag. He lowered his baseball cap, so it made it difficult to see his face. He approached the fence of the prison and threw over a green duffle bag. The man then sprinted back to the car and it sped off down the street. An inmate appeared from the side of the building and dashed toward the bag. He looked around and started to run back toward the building. “Stop right there,” yelled a corrections officer. The inmate froze dead in his tracks. “What do you have here? Did your boys on the outside rob a bank? Give me the bag, now.” The inmate handed over the bag. “Now, turn around. You’re going to the hole,” instructed the officer as
