Hover was trying to get to their ship which was covering most part of the city. He couldn't get near the ship as they kept firing at him.
Limbo opened a portal, and a let out three tornadoes. They destroyed everything in their part, Hover was caught in the tornado. It spinned him around as he tried to get in control of his body. The tornado spit him out only to end up in the second one.
