Power was not always unified. In the days of the medieval ages, there was largely a lack of ultimate unified power. While this may sound contradictory due to the fact that there was the presence of Dukes, Earls, Marquis and the likes, even unto the mention of fully royal bodies like that of the King and Queen of the kingdom and their minister,s power was still not all in their respects.
