THE ORGANIZATION OF UKRAINIAN CENTRAL RADA In February, 1917 in Petrograd, as a result of armed uprising there was a coup d'etat. The Provisional Government formed by representatives of liberal bourgeois circles existed parallel to the Council of Workers' and Soldiers' Deputies. In Ukraine, alongside with the Provisional Government and the Council of Workers' and Soldiers' Deputies, there was another institution that rallied Ukrainian national-democratic forces.
