Sharp eyes are trained on the Slavic north — on ‘Svataya Rus’ — amidst these new developments in Europe. The nations of Europe had been expecting, and the Germans particularly hoping for, news of unrest in Russia, but as yet they have been disappointed. There is not the same sort of discord between ruler and people in Russia as there is elsewhere. In this respect, there one finds more concord than perhaps anywhere else in Europe. The Russian nation is engaged in a great undertaking: the gigantic task of self-development, and, accordingly, the people willingly follow the lead of their government, which anticipates them in the task.
