The glass dome served several purposes. Unique architecture was one, inside security another. There were few places for a would-be assassin to hide in a room with glass walls and ceiling than if the chambers of the High Council were made of conventional building materials. Perhaps the most important reason the leaders of the races who constituted the United Alliance of Planets convened in a chamber surrounded by space and stars was to remind them of all that was in their care, and their existence was minute compared to that which they observed through the transparent dome.
