El QaaB eqaa Valley Sector Commander Abdul Mansour had moved his Hezbollah screening operation twice since he and his men arrived at El Qaa. The first location was too close to the UN refugee operation and brought complaints from the foreign doctors and aid workers about harassment of the Syrian rabble flooding into the area. A second location on a hillside farther east had brought a visit from the Lebanese Army commander in the area who was concerned that his Hezbollah countrymen might draw rocket or artillery fire from across the border. They finally settled on a cordon along the main road running down from the Syrian border toward El Qaa.
