6 The city’s central jail was a huge red-brick facility downtown. It was supposed to provide short-term incarceration for suspects who were awaiting trial or who, having been convicted, either had drawn short sentences or were waiting to be transferred into the state prison system. But the place was perpetually overcrowded, transfers could take forever, and conditions were so bad that some reporters alleged “The Tank” was one of the ten worst prisons in the world.
