Although Diane knew she had done her best based on the company’s reserves, she still wanted her best to be the best for them since they really wanted this project so much.
The organizers had decided to use a close bidding system so while everyone had submitted their company’s bid, no one could guess who made the best bid for the project or the richest.
There were cases in bids like this where the richest or highest bid was not the best but it happened in very few and specific projects.
