OFFICER MANDY TOBOGGAN spent her day off working. She visited numerous boat rental facilities in the Denver metro area: Cherry Creek Reservoir in Aurora, Chatfield Reservoir in Littleton, and Union Reservoir in Longmont. She even went eighty miles north of Denver to Horsetooth Reservoir in Fort Collins. Mandy had a pleasant, unassuming way about her, which helped to put people at ease. She expected that the boat rental managers would be reluctant to provide a cop with customer information. But Mandy flashed her badge, and she was amazed that everyone was accommodating when she asked for a registry of those renting boats over the past two weeks.
