The trade deal that their kingdom is offering is generous and skews in their favor. Under normal circumstances, he would gladly accept it.
Unfortunately, the citizens of the land are wary of dealing with werewolves after being under the monarch of wolves who do not treat them with kindness. He asks for the emissary to stay and let the council decide the best course of action.
