“Right, lads,” Watters viewed the swollen ranks of the evening shift before they set out. “You all hate me just now because I’ve cancelled all leave and increased the length of your shifts.” Some of the men nodded or grunted assent, while most said nothing, with their lack of response a reply in itself. Watters gave them a few moments to work out their feelings. “I want a bit of heavy-handed policing tonight, and that’s why you’re doubling up.” They looked back with concern, for most officers preferred a quiet shift, with as little trouble as possible. “You all know about the increase in shebeens in various parts of Dundee,” Watters said, “and you know where they are in your beat. I want you to visit them tonight, and I want you to harass the owners and the customers. Arrest the owners
