Dora seemed to spot an opportunity and reached for Flavio's pants. If he had no shame, she didn't need his pants either.
Flavio naturally resisted; he only wanted to scare her a bit. He couldn't strip down in front of her, or how would he go see the doctor?
But in the flowing water and under Dora's tugging, his pants clearly started sliding down.
His face darkened, and he grabbed her hand, saying, "Enough! Can you at least show some decency? What's the matter with you, trying to undress me?"
