Keeping my eyes on Rowan was not helping me think. He looked like he had already resigned himself to the worst possible punishment, and I knew that Marcel wanted me to pick the worst punishment. If I sentenced Rowan to death, would he kill him, or would he say it was too harsh?
"Okay, how about a suspension?" I asked, hoping that this would count. "Maybe a one-month suspension before he's allowed to resume duties."
