Section IV: Determinants for Positive Designation of Sub-Human Atomic Deviant Evaluation (S.H.A.D.E.)
Any individual within the geographic boundaries of the Republic, or any individual coming under the geographic boundaries of the Republic by dint of Republican expansion, will be evaluated to be a Sub-Human Atomic Deviant if any of the following criteria manifest in his or her physical person, and that individual can be documented to have been exposed to radiation:
i) Microcephaly—being a head circumference of less than two standard deviations below the age- and s*x-specific mean;
ii) Keloids—being the presence of irregularly shaped three-dimensional scar tissue, most characteristically in the shape of a crab and copper-red in color;
iii) Ocular lesions;
iv) Other Visible Birth Defect
