“So, what’s the next move?” Evan asked his friend. “If they’re on the boat, you guys just go and arrest him, right?”
“The agencies agree now is the time to grab him. A team came in from KC last night. Problem is, it’s two nasty situations combined — barricaded, armed suspect and a hostage situation. Procedure would be for the SWAT team to surround him, we establish communication — cell phone or bullhorn if there’s no other way — and we have an ace negotiator sing him a song. We have a helicopter waiting onshore for evac, emergency or otherwise. We have rescue boats and divers in case anyone ends up in the water.
