Chapter Fifteen Thirty years later, Tibullus was leading an expedition to the Berkshire downlands. The British who lived in the area were allowed to run their own affairs, provided they caused no trouble and didn’t interfere with imperial interests; but problems had developed and had reached the stage where a clear warning must be given. Tibullus was the civilian representing the provincial authority, in charge of an otherwise military force. They crossed the River Thames and marched up higher ground on the other side. After some miles they reached a ridgeway, where a posse of British were waiting. This was expected; they’d sent a message saying they were coming and calling for a peaceful meeting with the tribal chiefs. Both sides looked at the other carefully as the Romans approached,
