Adrian replaced the integrated working draft with two clean execution packets.

Fresh paper changed the mood of the room. The margins were empty. No colored notes crowded the clauses. Signature tabs waited at the end of each copy, and the witness sheet carried the same execution date on both sides.

Seren did not touch the pen yet.

“Authority paragraph first.”

The legal representative read it aloud.

The governments were entering a temporary access arrangement governing Silvercrest use of Blackridge-controlled infrastructure. Silvercrest received only the transit and operating rights defined in the accord. Blackridge remained the government exercising territorial and administrative authority over March Road.

Seren compared the sentence with the clean agreement, then nodded for Adrian to continue.

He read the execution record through activation conditions rather than restating every substantive clause. Primary and backup duty contacts had to be active. Inspection staffing had to be confirmed. The shared reporting channel had to pass a live verification check. The initial payment entry had to be logged. Compatibility review applied to any implementation step that touched an older contractual obligation.

Mara checked the Blackridge activation sheet against the reading.

Silvercrest’s inspection lead did the same across the table.

No one found a mismatch.

Caelan signed first.

He used the black pen beside the Silvercrest packet, wrote his name beneath his title, and passed the pages to the witnesses without ceremony.

Seren watched the legal change happen through ordinary movements: a page turned, a witness initialed the footer, Adrian checked the date, the second witness added a signature.

Then the Blackridge copy came to her.

The bond was present because Caelan sat across from her. It had nothing useful to say about the document beneath her hand.

She signed for Blackridge.

Mara and Sera completed the witness block. Adrian compared the two copies page by page, then entered the execution time into the joint record.

The accord became binding at 17:42.

The room did not applaud.

A technician at the end of the table lifted his hand. “The live reporting test is ready. Do you want it started now?”

“Begin activation.”

The joint workspace changed from draft mode to implementation.

Blackridge’s primary duty contact checked in first from Haven Ridge. The backup followed from the northern operations post. Silvercrest’s pair confirmed from Crestfall and the western staging center.

Four status indicators turned green.

The reporting technician pushed a test alert into the channel. The north checkpoint reported open status with no active convoy and a temporary shoulder inspection at marker fourteen.

The same record appeared on both governments’ screens.

Silvercrest acknowledged it. Blackridge received the acknowledgement. The audit field stored both timestamps.

Mara looked at Seren.

“Channel passes.”

Seren marked the requirement complete.

Inspection staffing came next.

The Blackridge lead at the north checkpoint sent a photograph of the active roster beside the portable barriers and secondary inspection bay. Silvercrest’s inspector confirmed his assigned team at the western approach. The images carried timestamps and location verification.

Another activation box closed.

Orren Pike sent confirmation that the initial Silvercrest payment obligation had been logged into the corridor account.

The first convoy was now one legal compatibility check away from an available window.

A communications officer entered with a public-summary draft while the technical teams worked.

Seren accepted it because public language had consequences too.

The first paragraph called the signing renewed cooperation between historic partners.

She crossed out historic partners.

The second called it a symbol of regional unity.

She replaced the phrase with temporary corridor arrangement responding to the Hawthorne closure.

She did not need another page explaining what the agreement was not. The public record needed to describe what it was accurately.

The communications officer read the changes, then looked toward Caelan.

Caelan pointed to the executed accord.

“Match that.”

The officer revised the summary around the actual work: temporary Silvercrest transit over Blackridge-controlled March Road, joint inspection and reporting, defined emergency coordination, and activation after listed operational conditions.

Seren approved the shorter version.

By then the archive team had opened the first compatibility box.

Old contracts lay in gray folders with renewal stickers, amendment tabs, and handwritten archive numbers along their spines. The smell of paper and dust cut through the stale coffee in the room.

Adrian placed a review sheet beside the box.

Subject matter. Surviving term. Trigger. Remedy. Conflict with the new accord.

Seren added one instruction.

“If a document incorporates another document, we follow it.”

The first service agreement governed scheduling and maintenance notice. Its dates needed updating, but its remedy was ordinary notice and cure. Compatible.

The second carried an emergency-closure clause that looked troubling until Sera found the renewal amendment that had deleted it three years earlier.

Expired.

The third had a reporting deadline that conflicted with the new activation schedule. Adrian marked it for administrative correction.

Routine paper began forming a cleared stack to the left.

The executed accord sat on the right, already producing live status updates from the road.

Seren opened the next folder, a thicker financing agreement tied to a corridor infrastructure package.

The first pages looked ordinary: repayment schedule, reserve requirements, insurance, performance reporting.

Then the amendment index showed incorporated security and failure schedules that were not inside the folder.

Seren ran her finger down the missing references.

“Where are these?”

Adrian checked the production index.

They were listed.

They had not been produced.

The first convoy remained staged on the implementation screen while he sent the records request.

Seren left the financing folder open.

The agreement had been signed cleanly.

Activation now depended on understanding the older paper Silvercrest had carried into it.
