Chapter 11: FIRST FLAW IN ARMOR

The first week of the Probationary Civic Corps was a delicate, high-stakes balancing act. The former Scorpions worked with a sullen, grudging efficiency, their movements still laced with the resentment of defeated warriors. They were testing the system, constantly probing for weaknesses. A tool would be "accidentally" broken. A work assignment would be "misunderstood." A small scuffle would break out, only to dissipate the moment an overseer approached. They were like a pack of wolves, trying to figure out the rules of a strange new enclosure, waiting for the moment to bite the hand that fed them.The Blackwood warriors, for their part, were just as tense. They watched the Scorpions with a mixture of contempt and suspicion. Every dropped tool was seen as an act of sabotage, every muttered conversation a conspiracy. It took all of Mei Lin's authority, enforced by Scarface's heavy-handed patrols, to prevent open conflict from erupting. The fortress was a powder keg, and Chen Jun’s carefully crafted Charter was the only thing preventing a spark.The first major test came on the fifth day. A large, brutish Scorpion named Kael, who had been one of Gao the Butcher’s lieutenants, decided he had had enough of digging ditches. He threw down his shovel, spat on the ground, and shoved a smaller member of the Corps who was working beside him."I am a warrior, not a ditch-digger!" Kael roared, puffing out his chest. "I will not break my back for a bowl of watery stew!"It was a direct challenge, a public act of defiance designed to incite a wider rebellion. The work around them faltered as every eye, Scorpion and Blackwood alike, turned to the confrontation. Bao, the Director of Public Works, strode forward, his face grim."The law is clear, Kael," Bao said, his voice low and steady. "Refusal to work is a crime. Pick up your shovel.""Make me, you mountain savage," Kael sneered, balling his fists. He was taller and broader than Bao, and he was counting on the overseer to either back down or resort to violence, which would prove to his fellow Scorpions that the promise of "fair treatment" was a lie.Bao did neither. He simply stood his ground and raised his voice. "Scarface! We have a violation of the Charter!"Within moments, Scarface and two of his guards arrived. They did not draw their swords. They simply stood, a wall of disciplined muscle, flanking Bao."Kael," Scarface said, his voice flat and devoid of emotion. "You have been charged with refusal to work and inciting unrest. You will come before the Queen's council for judgment. Now."Kael looked from Bao’s unyielding face to Scarface’s cold eyes. He had expected a brawl, a show of force he could have used to his advantage. He had not expected this calm, procedural response. He had not expected to be confronted with law. Seeing no other option, he allowed himself to be led away, his bravado deflating with every step.That evening, the council convened. It was not a secret meeting. The great hall was open, and members of both communities, Blackwood and Scorpion, crowded in to watch. Kael was brought before Mei Lin’s throne.Mei Lin looked down at him, her expression unreadable. "You have heard the charges. How do you plead?""I am a warrior!" Kael repeated, trying to recapture his earlier defiance. "I will not be treated like a slave!""You are not being treated like a slave," a calm voice interjected. Chen Jun stepped forward from his position beside the throne. He held a copy of the Charter in his hands. "Slaves are not given rights. Slaves are not fed the same food as their masters. Slaves are not offered a path to citizenship."He unrolled the scroll. "The law you violated is Section Two, Article Three: 'All work assignments issued by the Director of Public Works are non-negotiable.' The punishment for a first offense of this nature is clearly stated in Section Four, Article One: 'Ten lashes, to be administered publicly, followed by a formal warning.'"Chen Jun looked up from the scroll and met Kael’s gaze. "This is not the whim of a tyrant, Kael. This is the law. It is the same law that protects you from being beaten without cause. It is the law you agreed to live by when you accepted our mercy in the canyon. You have broken the law. Therefore, you must face the punishment."The simple, inescapable logic of it seemed to suck the air out of the hall. Kael looked around, searching for support, but found none. The Scorpions saw a man who had foolishly broken a clearly stated rule. The Blackwood warriors saw their Queen’s law being applied exactly as written.Mei Lin’s voice rang out. "The judgment stands. Ten lashes."The sentence was carried out immediately in the main square. It was a grim, brutal affair, but it was also strangely formal. It was not a savage beating. It was a judicial punishment, administered with a cold, impersonal efficiency. When it was over, Granny Ping, as required by the law, stepped forward to treat Kael’s wounds.The event sent a powerful message through both communities. To the Scorpions, it proved that the laws were real and would be enforced without exception. Mercy had its limits, and those limits were written down for all to see. To the Blackwood warriors, it proved that the Scholar’s system was not one of weakness. It had teeth.Later that night, Mei Lin found Chen Jun in his library, staring into the flame of his candle.
