Moscow was cold, gray, and unwelcoming.
Xander walked through the streets, his collar pulled up against the biting wind. The city was a maze of ancient buildings and modern towers, a testament to Russia's turbulent history. He'd been here before, years ago, on a mission that had ended badly. He'd hoped never to return.
Anya was at his side, her face pale, her eyes scanning the crowds. "I don't like this. This feels like a trap."
"It probably is." Xander's voice was quiet. "But we don't have a choice."
"Who is this person? The one who called you?"
"I don't know. But they said they had information about the Legacy. That's enough for me."
---
The meeting was set for midnight at a small café in the city center.
Xander arrived early, his senses on high alert. The café was empty, the only light coming from a single lamp in the corner. A figure sat at a table, his face hidden by a hood.
Xander moved to the table, his hand on his weapon. "You called me."
The figure looked up. It was a man, his face lined with age, his eyes sharp and intelligent. He was wearing a dark suit, immaculate and unruffled.
"Sergeant Cross," the man said. "I'm glad you came."
"Who are you?"
"My name is General Viktor Petrov. I was a high-ranking officer in the Russian military. I worked with Viktor Volkov on the Ghost Protocol."
Xander's blood ran cold. "You were part of it."
"I was." Petrov's voice was quiet. "I helped create the program. I helped destroy countless lives."
"Then why are you here? Why are you helping me?"
"Because I've spent the last ten years trying to undo the damage I caused." Petrov's eyes were filled with pain. "I've been working against the Legacy from the inside, feeding information to those who would stop them."
Xander stared at him. "Why should I believe you?"
"Because I have information you need. Information about the Legacy's new leader."
"Elena Volkov. I already know about her."
"Elena is dead." Petrov's voice was hard. "She was killed in the desert facility. But the Legacy lives on. There's a new leader, someone even more dangerous."
"Who?"
"I don't know their name. But I know where they're based. A facility in the Ural Mountains. It's where they've been building their new weapon."
Xander's heart pounded. "What kind of weapon?"
"I don't know the details. But I know it's more powerful than anything Volkov ever created. If it's deployed, it will be unstoppable."
---
The journey to the Urals took days.
Xander drove through the frozen wasteland, his eyes fixed on the road. The others were with him—Reynolds, Davis, Thompson, Anya. They'd all come, all chosen to fight.
Petrov was in the back, his face pale, his eyes distant. "I never thought I'd see this place again."
"You've been here before?"
"I helped build it. Years ago, when the project was just beginning. I thought I was building a better world. I was wrong."
"You're trying to make it right now. That's what matters."
Petrov nodded slowly. "I hope so."
---
The facility was hidden in a valley, surrounded by snow and ice.
Xander moved through the darkness, his weapon ready. The guards were everywhere, their faces blank, their movements mechanical. They were programmed, just like the soldiers they'd freed.
And then he found it.
The weapon was massive, a satellite array built into the side of the mountain. It was pointed toward the sky, its dishes gleaming in the moonlight.
"This is it," Anya said. "The Legacy's new weapon."
"Can you stop it?"
"I can try." Her hands flew across the keyboard. "I'm overriding the launch sequence. Just give me a few minutes."
The guards poured into the room, their weapons blazing. Xander returned fire, taking down one, then another. But there were too many.
And then Petrov appeared at his side, his weapon ready. "I'll cover you. Get the weapon destroyed."
"Petrov—"
"Go! I'll be right behind you."
Xander moved to the console, his hands flying across the keyboard. The launch sequence was aborted. The weapon was disabled.
But Petrov was gone. He'd given his life to save them.
Xander stood in the ruins of the facility, his body screaming. He'd done it. He'd stopped the weapon.
But the Legacy was still out there. And they were coming for him.
---
The survivors gathered in the snow.
Xander sat on a fallen log, his face pale, his eyes hollow. The others were scattered around him, their faces drawn with exhaustion.
"Petrov is dead," he said. "He gave his life to save us."
"He knew the risks," Reynolds said. "We all did."
"I know." Xander's voice was quiet. "But that doesn't make it easier."
Anya moved to his side, her hand in his. "We need to go. The Russians will be here soon."
"Not yet." Xander's voice was hard. "We need to search the facility. There might be something here. A clue. Anything."
They searched for hours, picking through the rubble. And then Anya found it.
"It's a data stick," she said. "Hidden in the main control room. It's encrypted, but I think I can crack it."
"Then do it."
---
The data stick contained everything.
Anya worked for days, her hands flying across the keyboard. She cracked the encryption, revealing files, maps, plans.
"This is it," she said. "The Legacy's final plan. They're planning to launch an attack on multiple targets simultaneously. Military bases, government facilities, population centers."
Xander's blood ran cold. "Where are the targets?"
"There's a list. Dozens of locations across the globe. They're planning to strike in three days."
"Then we need to stop them. We need to warn the authorities."
"Who's going to believe us? We're fugitives, Xander. We've been labeled as terrorists."
Xander was silent for a long moment. "Then we stop them ourselves. We find their command center and we destroy it."
---
The search for the command center took days.
Xander worked through his contacts, reaching out to everyone he knew. Journalists, former military, people who'd been affected by the Ghost Protocol. Most of them came up empty. But one of them—a former intelligence officer named Natalia—had a lead.
"There's a facility," Natalia said. "In the mountains of Afghanistan. It's where the Legacy's new leader is based."
"Afghanistan?" Xander's voice was hard. "That's the heart of Volkov territory."
"I know. But it's where they are. And if you want to stop them, you need to go there."
---
The journey to Afghanistan was the longest of Xander's life.
He sat in the cargo hold of the transport plane, staring out at the darkness. The others were with him—Reynolds, Davis, Thompson, Anya. They'd all come, all chosen to fight.
The facility was hidden in a valley, surrounded by mountains. Xander moved through the darkness, his weapon ready.
"This is it," he said. "The Legacy's command center."
"Then we go in."
---
The facility was massive, built into the side of a mountain.
Xander moved through the corridors, his weapon ready. The guards were everywhere, their faces blank, their movements mechanical. They were programmed, just like the soldiers they'd freed.
And then he found her.
She was tall, athletic, her face hidden by a mask. She stood at the center of the control room, her hands on the console. When she turned, Xander saw her eyes—cold, calculating, filled with a dark purpose.
"Sergeant Cross." Her voice was familiar. "I was wondering when you'd come."
Xander raised his weapon. "Who are you?"
She pulled off her mask. Xander's blood ran cold.
It was Maya Reyes.
---
"You're supposed to be dead," Xander said. "I saw you die."
"Did you?" Reyes's smile was cold. "Or did you see what I wanted you to see?"
"You've been working for the Legacy this whole time."
"Correct." She stepped closer. "I've been building this network for years, waiting for the right moment to strike."
"Why? Why would you do this?"
"Because I believe in Volkov's vision. A world of order. A world of control."
"Volkov was a monster."
"He was a visionary." Reyes's voice was hard. "And I'm going to finish what he started."
Xander raised his weapon. "I'm going to stop you."
"You can try." She pressed a button on her console. The facility began to shake, explosions rocking the foundation.
"The self-destruct," Anya shouted. "She's destroying the facility!"
"Get everyone out!" Xander shouted. "Now!"
He lunged for Reyes, grabbing her wrist. She struggled, but he was too strong. He dragged her toward the exit, his grip tight.
"You're not going to escape," he said. "You're going to pay for what you've done."
The facility exploded behind them.
---
They emerged into the night, gasping for breath.
The facility was burning, the flames consuming everything. Xander dropped to his knees, his body screaming. He'd done it. He'd stopped her.
But Reyes was still alive. She was in the back of the truck, her hands bound, her face pale.
"You're going to prison," Xander said. "You're going to spend the rest of your life paying for what you've done."
Reyes laughed, a bitter sound. "You think prison will stop me? You think you've won? The Legacy is everywhere. Volkov's vision will never die."
"Maybe not. But I'm going to spend the rest of my life making sure it never comes to pass."
---
The days passed, and they began to rebuild.
Xander sat on the porch of the bunker, staring out at the mountains. The snow was falling, blanketing the world in white.
Anya appeared at his side, her hand in his. "We did it. We stopped her."
"I know." Xander's voice was quiet. "But I can't shake the feeling that this isn't over."
"What do you mean?"
"The Legacy is still out there. There are others who believe in Volkov's vision. They're not going to stop."
"Then we won't stop either." Anya's voice was fierce. "We'll keep fighting. For as long as it takes."
Xander looked at her. She was exhausted, scared, but there was steel in her eyes.
"I love you," he said. "I've always loved you."
Anya looked at him, her eyes wet. "I love you too. I've always loved you."
They sat in silence, watching the snow fall over the mountains.
The war wasn't over. It would never be over. But they had each other.
That was enough.
---
The message came on a Friday.
Xander was in the bunker's main room, studying the files they'd recovered from the facility, when his phone buzzed. He pulled it out, his heart pounding.
The message was from an unknown number.
You think you've won, Cross? You think the Legacy is defeated? Reyes was just the beginning. There are others out there, people who believe in Volkov's vision. They're coming for you.
Prepare yourself. The war isn't over. It's just beginning.
Xander stared at the message.
The war wasn't over. It was just beginning.
And he was ready to fight.
