The bunker was silent, the only sound the hum of the generators.

Reynolds appeared at his side, his face grim. "We need to talk."
"About what?"

"I know." Xander's voice was quiet. "But I'm going to find him first."
"How? We don't have any leads."
"We have the phone. We can trace the signal. Find out where he's based."
Reynolds was silent for a long moment. "And if we find him? What then?"
"Then we stop him. We end this once and for all."

"I found it," she said finally. "The signal is coming from a facility in Siberia. An abandoned military base near the Arctic Circle."
"Siberia?" Xander's voice was hard. "That's Volkov territory."
"I know. But it's where he's hiding. It's where he's building his forces."
"Then that's where we're going."

"This is it," he said. "Dmitri's base."

Dmitri Volkov was in the main control room, his back to the door. He was tall, imposing, his face cold and calculating. He was studying a map on the wall, his finger tracing a path across the globe.
"Sergeant Cross," Dmitri said without turning. "I was wondering when you'd come."
Xander raised his weapon. "It's over, Dmitri. The Legacy is finished."
Dmitri turned, his smile cold. "You think you can stop me? You think you can destroy everything my brother built?"
"I already did." Xander's voice was hard. "Viktor is dead. His facility is destroyed. His army is gone."
"His army?" Dmitri laughed. "You think that was his army? That was just the beginning. My brother was building something even more powerful. And I'm going to finish what he started."
"What are you talking about?"
"The Omega Protocol was just a test. A prototype. The real weapon is something else entirely. Something that will change the world."
Xander's blood ran cold. "Where is it?"
"It's hidden. Somewhere you'll never find." Dmitri pressed a button on his console. The base began to shake, explosions rocking the foundation.
"The self-destruct," Anya shouted. "He's destroying the base!"
"Get everyone out!" Xander shouted. "Now!"
He lunged for Dmitri, grabbing his wrist. He dragged him toward the exit, his grip tight.
"You're going to tell me everything," Xander said. "Every secret. Every plan. Everything."
Dmitri laughed, even as the building crumbled around them. "You'll never stop us, Cross. The Legacy will live on."

They burst out of the base just as it exploded.
Xander was thrown to the ground, his body battered. Dmitri was beside him, his face pale, his eyes closed.

Xander stared at him. "Where is the weapon?"
Dmitri's smile widened. "You'll never find it. You'll never stop it."
And then his eyes closed, and he went still.

"It's a data stick," she said. "Hidden in Dmitri's office. It's encrypted, but I think I can crack it."
"Then do it."

Xander dropped to his knees, his body screaming. They'd done it. They'd stopped the weapon.
But the Legacy was still out there. And they were coming for him.

Anya looked at him, her eyes wet. "I love you too. I've always loved you."
They stood in silence, watching the sun set over the ocean.
The war wasn't over. It would never be over. But they had each other.
That was enough.
