Roy and Clarence were undecided about where to detonate the bomb. Clarence had suggested one of the New York subway stations, but that would mean finding a way to locate the truck on a busy street and waiting for the right moment. Roy discarded the idea for now, since if they had to look for a street like this, anyone could serve them, whether it was close to a subway station or not, so the decision was to look for any busy street, seeking the greatest number of victims possible.
