The fracture did not announce itself. It appeared as hesitation in places that once moved decisively. A proposal postponed. A vote deferred. A signature withheld. Small interruptions, barely visible on their own, but unmistakable in sequence. Elena saw it first in the language. Drafts circulated with conditional verbs where certainty once stood. Internal correspondence softened imperatives into questions. Authority hesitated long enough to be noticed. Lucien brought the first confirmation. “They did not approve it,” he said.
