Alexander is looking at the scene with way too much interest. He is enjoying whatever is happening. Sometimes you don't do anything, just stand still and enjoy the free show which is sometimes karma as well.
He could have dragged Claire to the council but now she is in a worse position where the council probably could have thrown her.
