Chapter 5: The Betrayal

Every circle on the red-marked map of Chicago that covered Leo's desk represented a piece of the puzzle he had spent weeks painstakingly putting together. They were not only isolated Syndicate hideouts; rather, they were a part of a wider network that was bound together by blood, fear, and money. And as he made more connections, it became increasingly evident that Dominic Romano's influence went beyond his wildest expectations. With fatigue engraved on his face, Leo reclined on his chair. Blackmail extending to city officials, weapons shipments passing through the docks, and money laundering schemes masquerading as legitimate enterprises had all been discovered during his probe. But the more he discovered, the more he became entangled in the moral quagmire of his partnership with Vera.He was startled out of his reverie by a knock on the door. When Vera intervened, he relaxed from his automatic reach for his holster. Her keen eyes immediately scanned the room as she silently closed the door behind her. Her tone softened significantly as she remarked, "You look like hell."Leo indicated the map. "I'm putting things together." Control is more important to Dom's operations than money. He has cut the city in half with his claws. He stopped and looked at her face. "I take it you wanted me to see this?" Vera approached and looked critically at the map. "You're not incorrect. However, there is something that you haven't yet noticed. "What is that?" She paused, as though considering what to say next. Then, with her words hardly audible above a whisper, she leaned closer. "Dominic does more than merely manage the Syndicate. He is getting ready to grow—to venture into areas that even he has previously been too careful to enter. He will have authority over every area of Chicago if he is successful.Leo scowled as his thoughts raced. "Isn't that the reason the Vipers escalated? You intended to interfere with his plans and force his hand. Vera straightened and said, "Exactly." The problem is that you're not thinking broadly enough, Leo. Stopping his plans isn't enough to defeat him. The goal is to replace him.Her words weighed heavily on him, like a kick to the stomach. He looked at her intently, looking for any sign of hesitancy or indication that this was a test. Her aim was evident, though, and her expression remained firm. He answered softly, "You want more than just retribution." "You want to own the Syndicate."Vera's eyes became stony. "Why shouldn't I? I understand how it operates. I'm better at running it than Dom ever was. And he will be replaced by someone, either myself or someone worse. At least if I were in charge, we could make a difference and put an end to the chaos and needless deaths.Confusion and rage fought inside Leo as he stood and paced the room. "You believe that assuming control of the Syndicate will make things better? It remains a system based on fear and crime. All you would have to do is pull the cords. Her voice rose as she took a step closer. And, Leo, what's your answer? Take Dominic into custody? Put some of his friends in jail and be done with it? Do you believe that will put an end to the violence and corruption? You're more intelligent than that. His jaw was clenched as he turned to face her. "Vera, I work as a police officer. I am unable to participate in this.She softened, appearing almost vulnerable for a brief period. "Leo, you already are. You're with me in this, whether you like it or not. And Dominic wins if we do nothing. You lose. I lose. Everyone loses. With the weight of her words bearing down on him, the room became quiet. In a sense, she was correct. Dominic Romano was evidence that the system to which he had devoted his life was dysfunctional. Knowing Vera's genuine motivations, however, made him feel as though he had crossed a boundary from which he would never be able to recover. Finally, in a strained voice, he stated, "I need time to think."Vera nodded, but she kept staring at him with a hint of uncertainty on her face. "Leo, don't take too long. We're running out of time. He was left alone with the chart and the crushing weight of his decisions when she turned and walked away without saying anything else.
