Vlad held up a hand for silence. Saffy shut up.
“I can only tell you what the rules say, not why they were made. The Border Treaty says that the location of the Fairy Kingdom border must remain secret. That’s the reason none of us get Free Passage. You have to know where the Border is to cross over it.” Vlad said. “There’s also one more thing from the Fairy Kingdom. The Seven Kingdoms Agreement says that we will not hatch magical creatures in the Seven Kingdoms.”
Saffy’s eyebrows came down. “That has nothing to do with it—we didn’t hatch the dragon. It showed up in our tunnel one day all by itself. Now it’s almost full grown.”
