Chapter 12: Standing Side by Side The third-floor zoning office was quiet, smelling of old paper and industrial cleaner. Sitting behind a high wooden counter was Mr. Henderson, a tired-looking clerk wearing thick glasses. He was sorting through a stack of folders, looking like a man who wanted nothing more than to go home. "Next," Mr. Henderson muttered without looking up. Zara and Zayd stepped forward together. "Good afternoon, sir," Zara said, keeping her voice calm, professional, and pleasant despite her racing pulse. "We are here to appeal the zoning status for the Hope Horizon Children's Clinic." Mr. Henderson pulled up a file on his computer, sighing. "Ah, yes. The lease at 404 Orchard Street. As I told your partner on the phone, that space is not zoned for a medical facility. Application denied." "But we are not a hospital or a commercial medical clinic, sir," Zayd spoke up, stepping closer and opening his manila folder. His voice was steady and confident. "Our foundation is built on digital educational tools and community support. Look at this architecture design." Zayd turned his laptop around, showing the clerk the user interface he had built. He pointed out how the software was designed for parents and educators to track daily learning habits, not medical procedures. Zara quickly followed up, sliding her operational blueprint across the counter. "Our staff consists of certified educators and developmental coaches, Mr. Henderson. We are a charitable learning center. Under section four of the city zoning bylaws, a registered educational charity is fully permitted to operate in that exact building zone without a medical permit." Mr. Henderson blinked, looking from Zara’s organized paperwork to Zayd’s software demonstration. For a long, agonizing minute, the only sound was the clicking of the clerk's computer mouse.
