The Oregon Executive Cabinet Steering Committee has fifteen members. Deputy Governor Scott Ping sat in the middle, with Governor Chai to his left and Deputy Secretary One (DS1), Robert Wan, who had just returned from Mingyang City, to his right. Executive Deputy Governor Guo Ming, Deputy Secretary Two (DS2) John Zhao, and other Steering Committee members sat in a circle around him. The Steering Committee members included the Chief Administrator, the Personnel Director, the Communications Director, the Director of Tribal Affairs and Outreach, the Chair of the Public Safety Commission (PSC), the State Inspector General (SIG), the Lincoln City Mayor (the state capital), the Mingyang City Mayor (a separately planned city), and the Oregon National Guard Commander.
