She actually wanted to visit the Victoria's town to look at her palace inside the place. It's been hundred of years and she know the victoria's are weakening because in that long years of waiting, the seal around the town wasn't strengthened, and she didn't do the ritual that will create a greater bond between them and each stars they made a deal with.
