As soon as the black-clad courier returned to the truck with the packet, the people inside began to work on it. An examination of the package disclosed no indication that any precautions had been taken to protect its contents from tampering, and once the outer wrapper had been removed, the items inside were laid out on a counter and examined individually.
There were three passports: one Swiss, one Austrian, and one German, with different names, but the same male photograph was affixed to each one. Visa and Master Cards were made out for each of the three names, and all the items were enclosed in a sheet of clear plastic.
