Although the task seemed impossible, the analytical section at the Cave was able to review enough video from security cameras throughout the D.C. area to backtrack the movements of the terrorists and determine the neighborhoods they were staying in.
When the areas had been identified, Yoda put surveillance teams into each of them to determine exactly where the individuals were holed-up, and when those locations were known, he contacted Doc and relayed the information.
Once notified of the terrorist’s hideouts, Doc put surveillance packages together that were surreptitiously installed in each location by members of his technical department when they knew their targets were absent.
