Recent events seemed to have caught the FBI off guard even though Harper, based on his association with Darque, was aware ‘something’ serious was about to occur.
Information had been extremely limited because the terrorist cell had discontinued all communications among themselves and their base, and they had gone to ground in unknown locations.
To make matters worse, Harper couldn’t use his computer to make inquiries because he knew it had been hacked, and he didn’t trust the system within the Bureau because it could also be unknowingly funneling information to its adversaries.
Although paranoia was a condition to be avoided at all costs, he liked to refer to his response as ‘being cautious’.
