The FBI report on Kinkaid’s death determined the man died during a robbery attempt, and a wheelchair-bound person seen in the area with a dog was a person of interest.
Since Agent Harper was aware of the circumstances behind the death, he knew the wheelchair and its passenger would never be identified.
Kinkaid’s obituary lauded the man’s exemplary service to his country, and he was given a hero’s burial in the same cemetery where he was killed.
There were some individuals in China who questioned the explanation given for their source’s death, but if a person tries hard enough, a conspiracy theory can be developed for anything that occurs, and acceptance of a plausible incident is easier than questioning something for which proof would never be found.
