Jack had no idea where the Prime Council's bunker was located. He had to take a SlipGate to coordinates he wasn't allowed to see, and when he arrived, he found himself in an underground complex without windows. Theoretically, this could be anywhere on the planet.
It looked kind of like Princess Leia's ship in the first five minutes of Star Wars; everything was white with doors that slid open. A man in a black military uniform led him through a series of twists and turns to a door that looked just like all the others.
