Cissy still wasn't used to the idea that she was running the Necromancer Council. Not that the Councils were supposed to have leaders. Technically, every member was supposed to be equal and hold the same amount of power. It never worked that way. Everything Cissy had seen led her to believe that each and every Council had a hierarchy. And in this case, she was at the top. She'd even been appointed by the High Council themselves. And if she didn't do a good job, they'd remove her as quickly as they asked her to take on the role.
