The rebels are an organization of people that has one goal and that is to overthrow the emperor. As any opposition to the monarch, they believe that the ruling power and major decision-making should be done democratically and not by one person.
If I remember correctly, they have tried to overthrow the government more than a few times by now, but they were never successful.
After the last failed attempt, everyone believed that they fell apart and disbanded forever, but there were always rumors that they only went into the underground to regroup.
