Nerevia Royal Palace
The morning sun bathed the white stone walls of the Royal Palace of Nerevia in a warm golden glow. A cool breeze drifted in from the sea through the towering arched windows, setting the blue and silver banners hanging throughout the throne hall into a gentle sway. Normally, quiet conversations filled the chamber before the council convened.
Today... No one seemed at ease. Whispers dissolved between the marble columns. Every sentence trailed off unfinished. Every glance found its way back to the massive doors. The Lord of Frosthaven Ports leaned toward the elderly noble seated beside him. "Do you think it's true?" Before answering, the old man glanced cautiously around the hall. "Keep your voice down."
Another lord joined the conversation. "The rumors are already affecting the ports." "Merchants have started losing confidence in ships coming from Vareth." The noblewoman across from him slowly shook her head. "I'm not worried about trade..." "...I'm worried about war."
"If the rumors are true, Vareth will see it as an insult." "And if they aren't?" another council member asked. "Then why has His Majesty remained silent?" The questions multiplied. No one had any answers. Then... Clang!
The royal guards struck the butts of their spears against the marble floor in perfect unison. Every voice in the chamber fell silent. The great doors slowly swung open. Cassian entered first. As always, his stride was calm, measured, and utterly confident. Not a single emotion could be read from his face.
It was as though the tension filling the chamber had no power over him. Lysandra followed close behind. The council members rose as one, bowing respectfully. Without acknowledging anyone, Cassian crossed the chamber and took his seat upon the throne. Before moving to the place at her brother's right, Lysandra swept her gaze across the room.
She had known most of these faces since childhood. Yet today... They all shared the same expression. Curiosity. But stronger even than curiosity... Was anxiety. She had returned from the Stormreach Isles late the previous night. Before she had even found time to recover from the journey, Cassian's summons had arrived.
An extraordinary session of the Royal Council. When she had asked him why... Her brother had offered only a single sentence. "You'll find out soon enough." Instead of satisfying her curiosity... It had only deepened it. Now, as she took in the atmosphere surrounding her... She realized at once that this was no ordinary council meeting.
Cassian sat in silence. He didn't speak. He simply observed. His gaze moved slowly from one council member to the next. Some lowered their eyes to the documents before them. Others clasped their hands together. A few deliberately avoided meeting his gaze altogether. The longer the silence stretched... The more uneasy the chamber became.
Cassian knew exactly what he was doing. And he made no effort to end it. He let... The silence speak for itself. After nearly half a minute, he finally parted his lips. "You requested this extraordinary meeting of the Royal Council." His voice was calm. Not a trace of anger could be heard within it.
"So I granted your request." Another brief silence followed. His eyes swept around the chamber. "Well..." "...why is no one speaking?" The question lingered in the air. The council members exchanged uneasy glances. At last, the Lord of Frosthaven Ports slowly rose to his feet. He bowed respectfully. "Your Majesty..."
"Certain rumors have reached our ears in recent days." "To be honest..." "...we don't wish to believe them." "But they are spreading quickly among the people." "So we wished to know..." "...how we should respond." Cassian didn't say a word. He kept his eyes on the lord until he had finished speaking. Then he looked around the chamber once more. "Anyone else?" This time, the Lord of Geyser Falls stood.
"Your Majesty..." "My concern isn't whether the rumors are true." "It's trade." "Yesterday, two merchant ships from Vareth altered their course before reaching Nerethis." "If these rumors continue to spread..." "...it won't only be the people who are affected." "...our trade routes will be as well." Before he had fully sat down, another lord rose. "I see things differently."
Every eye turned toward him. "My concern is the people." "Throughout the city, everyone is telling a different story." "Every day, a new rumor is born." "And silence..." He paused briefly. "...only allows those rumors to grow." Cassian listened to each of them without interruption. He never once cut anyone off. Because while they were speaking... They weren't truly discussing rumors.
They were revealing... Their fears. Silence settled over the throne hall once again. For several long seconds, Cassian said nothing. Not to the Lord of Frosthaven. Nor to anyone else. His eyes drifted slowly around the table. As though he weren't weighing their answers...
But reading their intentions instead. At last, he leaned back against the throne. "Interesting..." His fingertips rested lightly on the armrest. "So..." "...according to all of you..." "...none of you actually believe these rumors." A brief pause. "And yet..."
"...you still felt compelled to call an extraordinary meeting." No one answered. His voice remained as composed as ever. "So then..." "...why are you here?" The question hung heavily over the chamber.
Several members of the council shifted uneasily in their seats. The Lord of Frosthaven spoke again. "Your Majesty..." "We don't believe the rumors." "But the people might." "And sometimes..." "...the fears of the people are more dangerous than the truth itself." Cassian inclined his head ever so slightly. "True."
"Go on." The lord drew a slow breath. This time, he chose his words with greater care. "Your Majesty..." "The Queen of Vareth..." He hesitated. "...is she truly in Nerethis?" The atmosphere inside the throne hall changed instantly. No one moved. It was as though no one even dared to breathe.
Cassian's expression never changed. "In Nerethis..." His voice was almost as quiet as a whisper. "Or..." "...has she sought refuge in Nerevia?" This time, the Lord of Geyser Falls spoke. "That is what the people are saying, Your Majesty." "They claim the Queen betrayed her own kingdom..." "...and sought your protection." Another lord immediately objected. "I don't believe that."
"I cannot imagine the Queen of Fire abandoning her country." "Then why has she disappeared?" an elderly council member asked. "The whole of Vareth has declared her dead." "Perhaps..." "...she truly is." One of the noblewomen requested permission to speak. "Your Majesty..."
"What I've heard is different." Cassian turned his attention to her. Though composed, she couldn't hide the tension in her voice. "Throughout the city..." "...people are saying the Queen is being held prisoner." Another voice rose before anyone could respond. "I've heard that the two kingdoms have formed a secret alliance."
"Some say Vareth is hiding it." "And others insist the opposite." "Some claim Fire has rejected its Queen." "Others believe Nerevia intends to make her its new ruler." One after another, the voices overlapped. Every lord told a different story. No two rumors were the same.
Yet they all shared one thing in common. None of them knew the truth. Lysandra listened in silence. She had spent the past several days in the Stormreach Isles, unaware of everything that had unfolded here. She had departed on the very day Elara was brought to Currenthold. Now...
She found it astonishing that within only a few days, the rumors had grown into something this large. Her eyes shifted toward her brother. Cassian still hadn't spoken. He wasn't angry. He wasn't defending himself. He was simply listening. And somehow...
That silence alone was enough to make everyone in the chamber begin doubting their own words. At last, Cassian reached for his teacup. He took a measured sip. Then calmly returned it to its saucer. "Interesting..." His gaze drifted slowly across the council members. "So the rumors have reached the point..."
"...where you would rather hear the truth from one another..." "...than from your own king." Not a single person answered. Cassian continued. "I see..." "Each of you has heard a different story." "And before I ever spoke..." "...every one of you had already decided which one was true." A brief silence followed. Then he asked a single question. "So..."
"...what exactly do you expect from me?" His eyes moved from one face to the next. "Which rumor would you like me to confirm?" "That the Queen sought refuge with me?" "That she's my prisoner?" "Or..." "...that our kingdoms have formed a secret alliance?" The questions lingered in the air. No one could answer. Cassian's voice remained as calm as ever. Yet now...
The entire chamber seemed to breathe according to his rhythm. The faintest smile appeared at the corner of his lips. "Because..."
"...you didn't come here to learn the truth." He paused. His eyes swept across every member of the council. "You came..." "...hoping I would confirm..." "...the version of the truth you had already chosen to believe."
A heavy silence settled over the throne hall once again. No one dared answer Cassian's question. Because whatever answer they gave... Would mean accepting one rumor... And rejecting another. Cassian rose slowly from his throne. Almost instinctively, everyone in the chamber straightened. He never raised his voice.
Yet every soul in the room listened. "If we gathered here today..." "...only to discuss rumors..." "...then this meeting was over before it ever began." His gaze traveled deliberately across the council. "Rumors..." "...travel faster than the truth." "But they can never..." "...take its place." The Lord of Frosthaven lowered his head.
"Your Majesty..." "It was never our intention to question you." Cassian's reply came immediately. "I know." "But without realizing it..." "...that's exactly what you did." Several members of the council shifted uncomfortably. Cassian continued. "You never asked me..."
"...which rumor was true." "You only asked me..." "...to confirm the one you had already decided to believe." No one objected. Because he was right. Cassian stepped forward. The sea breeze flowing through the tall windows caught the hem of his navy-blue cloak, sending it into a gentle ripple. "I..." He paused. "...am the Heir of Water."
Every eye in the chamber remained fixed upon him. "Water..." "...reflects everything placed before it." "Most people..." "...believe the image reflected upon its surface." "But a reflection..." "...is not always the truth." His gaze moved from one council member to the next. "As for me..." "...I do not govern reflections." "...I govern the truth." Not a sound could be heard throughout the hall.
Silence filled the throne hall. Cassian clasped his hands behind his back. "I understand your curiosity." "The unknown..." "...unsettles every ruler." A brief pause. "But curiosity..." For the first time, a subtle edge entered his voice. "...does not give any ruler..."
"...the right to demand answers from another." His words echoed against the marble walls.Not a single person dared lift their head. Cassian continued. "Every decision I have made..." "...has been for the security of Nerevia." "And tomorrow..." "...I will do the same." "If necessary..." "...even if every one of you stands against me." A profound silence settled over the chamber. The Lord of Frosthaven slowly bowed his head.
"Your Majesty..." "You have my deepest apologies." A moment later, the Lord of Geyser Falls rose as well. "Our intentions were never disloyal." "We were only..." "...concerned for our kingdom." Cassian gave a slight nod. "I know." "That's why you're here."
"If you had served under another king..." "...this meeting would never have been allowed to take place." His words changed the atmosphere of the chamber in an instant. For the first time, the council members looked at one another. The pressure that had weighed upon them only moments ago... Had given way to quiet shame. Cassian spoke one last time. "This meeting is adjourned."
"I will deal with the rumors spreading throughout the city." "As for you..." "...see to your duties." He paused. His eyes swept across the entire council. "And remember this." "A kingdom..." "...is weakened not first by enemy armies..." "...but by rumors left to spread unchecked." Not a single voice answered.
Cassian turned and walked toward the great doors. His navy cloak flowed behind him with every measured step. The silence in the throne hall remained unbroken... Until the doors closed behind him.
Lysandra remained where she was for a few moments after the meeting had ended. One by one, she studied the faces of the council members. None of the lords who had spoken earlier could meet anyone's eyes now. The faintest smile touched her lips. "I wish you all a good day."
Her voice was gentle. Yet the authority beneath it... Was no less commanding than her brother's. "I trust you will take His Majesty's words to heart." She inclined her head politely. Then she, too, left the throne hall. The corridor was quiet.
Only the echo of footsteps drifted across the polished marble floor. Lysandra quickened her pace until she caught up with Cassian. "Brother." He didn't stop walking. "Yes?" She remained silent for several moments. The countless rumors she had heard during the council meeting continued to circle through her mind. At last...
She asked a single question. "The woman the council was talking about..." She hesitated. "...is she truly the Queen of Vareth?" For the first time... Cassian's footsteps slowed. The blue expanse of the sea shimmered through the towering windows at the end of the corridor. Silence lingered between them for several long moments.
Then he turned his head slightly. "Yes." One word. Nothing more. Nothing less. Lysandra's eyes widened ever so slightly. She tried to hide her surprise. She couldn't. Cassian resumed walking. "For now..."
"...it must remain between those who already know." Lysandra drew a slow breath. Then lowered her head. "I understand." The two siblings continued down the corridor in silence. Outside... The sea remained as calm as ever. But they both knew... Before long... Even that silence would be broken.
