February brought a letter from Corren of the Northern Ridge Pack.
Not political correspondence. The letter was handwritten rather than formally typed, which was itself a signal. He wrote that the revised framework had been in operation for five months and that the first formal case review had been completed. He wrote that the process had been difficult in the specific ways she had told him it would be difficult, institutional resistance and the particular discomfort of a system examining its own practices.
And then he wrote something she had not expected.
