As Lilith was taking care of the unconscious little boy, they were sitting on one of the wooden benches they can find in the streets which is practically convenient because most of the mages were like adventurers and since Solisia is the capital of Althas Kingdom, most of them pass by before resuming their quest.
They cannot ignore that Solisia itself is a large city composed of various races who don't always unify. The guards and mages were barely able to patrol the streets or districts, and there's no telling when problems might arise as the citizens have all access to various and unregistered magic in which no one knows what are they capable of.
In other words, enforcing laws in a magical world where a kingdom bigger than they have expected will never be able to know the true meaning
