If what you say is true, I believe the feral attack was a test for them to see how or if they could control them and was also a diversion to throw us off when they started taking them. It would be a perfect coverup for the missing rogues. The council handled it. Smart.
How come nobody tried to find out why all the rogues vanished? The last I heard, there were a lot of rogues. We need to investigate everything that has happened from a few decades back, right from before the incident of the feral wolves to this day. Someone must have been covering up for the incidents.
