The earth has never had more ghosts than it has at the moment in history. The souls that were forbidden to cross to the world of the dead now roam the earth.
All the people that are dying in large numbers go automatically to Hella, only to be told that they can't cross unless the person who caused their death opens the gate for them. They have to go back and search for Justin. But Justin still firmly refuses to go. Plus, he now has a valid reason to refuse.
Some of the souls don't like the fact that they are unable to go to the world of the dead, and they spend time crying in their families' houses. Others don't mind existing on the earth, entertaining themselves by scaring the hell out of people wherever they go.
It is not good either way.
