Chapter Six The Penal System Part Two: Kate’s story Kate toured the area in her official white van. Her boys, many with the bibs and straps of their overalls hanging down to get the sun to their bodies, were mostly out mowing lawns and tending gardens; it was the sort of day people try to catch up with chores, warm and sunny and settled. She felt proud of her neighborhood, felt possessive about it though she didn’t live within its boundaries. It was the designated patch for her work and she knew she was lucky. Substantial detached houses set back from the road, freshly painted picket fences, manicured lawns, and, for the most part, three cars in the drive or garage and expensive cars at that. Kate was only checking on certain houses, those that were in the scheme, but all seemed well
