She made herself wake up from the daze. Sure, Reagan has the capacity to make promises like they were sacred. He has the ability to use his words to allure--whether he's doing it on purpose or not. But Adriana can say it is effective just because she heard how the daughters or noble people sigh the moment Reagan made the vow earlier. Even if he wasn't doing anything, he has the ability to capture people's attention--especially the women.
